Cllr Stuart Keighley, Chairman
Chair: BM Working Group
Stuart moved to Luddington in 2015 with his wife Claire and their two boys after 12 years living close to town. He says “it feels like we are home now” after living in various parts of England and Scotland during his 40 years in the Construction Materials Industry.
Stuart has joined the Parish Council because he strongly believes in Local Government providing a proactive service for local people, to engage and include so that health and wellbeing and community can thrive. He wants to help it achieve that and make Luddington an even better place to live.
He feels very fortunate to have worked for a Global organisation with Local businesses which gave him valuable insights of the priorities of responsible management, sustainable development and actions required to mitigate the impacts of climate change. All of which he feels he can bring to support his new role at the Parish Council.
Stuart is a lover of the great outdoors and you may see him gardening, walking the dog or cycling off to tennis. His “Great Escape” plan involves a getaway on one of his vintage motorbikes!
Stuart says it is an honour to take up the post of Chairman of the Parish Council and looks forward to working with the Team in the exciting period that lies ahead. |

Cllr Rod Barnett
I was born in Sheep Street in Stratford on Avon over 70 years ago and bought my first house, Garden Cottages off Shakespeare Street in the late 60’s. I spent two years at Leamington Art School in the 60’s after which I worked in advertising agencies as a Graphic Designer before becoming a Portrait and Wedding Photographer specialising in Portraits in the Home Photography.
This involved cold calling, booking to take photographs of children, families, pets etc and then returning week/ten days later to sell packs of photographs. My experience of cold calling also allowed me to work for many well known companies selling their services door to door over the years.
I was a Luddington Parish Councillor for around ten years from 1999 and enjoyed helping the local community and now retired feel I have the time and energy to help the local community as a Parish Councillor once again. |

Cllr Andy Hibbitt
Chair: PATCH Working Group
Andy has been a resident of the Parish since 2013, living in Dodwell and first joined the CIL and PATCH working groups before being co-opted as a Councillor in March 2021.
Andy is CIPS qualified and has a full-time contract management role in National Grid’s Capital Construction team and has enjoyed a long and varied career in the gas and electricity utility industry.
The opportunity to make a positive difference to the lives of the residents of Luddington and Dodwell, particularly through green travel initiatives and traffic calming, is what has attracted Andy to become a Parish Councillor and he is delighted to be able to serve the community in which he lives.
Andy is a lover of trees and has planted many in association with the Woodland Trust. He also enjoys Skiing, Cycling and Dog walking.

Cllr Alison Hegarty
Chair: CIL Working Group
Chair: CEAP Working Group
Alison graduated in Law from Newcastle University and qualified as a Solicitor, working for several years before having a family. In a change of career, after a PGCE at Birmingham University, Alison worked as a primary school teacher. More recently, she has completed a Masters in Literature and Arts at Oxford University. Alison has been a Parish Councillor for thirteen years and worked with other councillors to produce Luddington Village Design Statement, adopted by Stratford District Council in 2018. She is Chair of the Climate Emergency Action Plan Group and the Community Infrastructure Levy Group. |
